an issue i cant get my head around!!

ive got a works van at the moment (vauxhall combo) and it has an issue with not blowing hot air through the vents. it had a new thermostat last month, there is no air or blockages in the pipework, the heater matrix pipework is hot on the in and outlet under the bonnet and the heater matrix is hot to the touch under the dash.
so why wont it blow hot air through the vent??? this is doing my head in cause i cant think of anything else that could be causing this issue!

any insight into this issue would be much appreciated!!!

I had the same problem with previous car, there was resistance on the control but the cable linking it had broken.
