In general petrol engines meter air intake (by mass) and then supply the correct amount of fuel to create the 14:1 stoichometric air:fuel ratio.

Diesels are different: chuck in as much fuel as you fancy but supply enough air to burn it fully. No throttling, diesels run happily as lean as you like. So, turbocharge as hard as you like, the more oxygen the better. But you still need combustion to spin up the turbo(s). Balancing act.
