Best way to carry bikes on a car

What is the best way to carry bikes on a car over a fair distance.

There are rear bumper mounted ones that strap through the boot lid, then there are roof mounted ones and I've seen some that attach to a tow bar to carry the bikes. Which work the best?

What are the laws in the UK regarding covering lights and number plates?
 
I have a rack that has a mounting bracket that bolts to the tow bar. Rack slides onto mount and can be bolted or padlocked in position. I modified my rack to accept a trailer board as by law it must be fitted if the light clusters and number plate are obscurred. Plenty of idiots still out there driving with a few bikes attached and you cannot see their lights or number plate, the Police don't do a darned thing! Downside to this is boot access but I tend to turn the handlebars so they are in-line with the frame. Other options I have seen are lever type roof mounted racks, great if you don't need a luggage rack or don't intend to go in a carpark with height restriction!
 
I quite like the Saab roof mounted version, very novel design but with a huge ouch attached to the price tag.
