Accidents and speed do lower limits work?

Assuming that 10% of drivers speed and are the cause of accidents then do you really think that lowering the speed limits will cause these 10% of drivers to be more careful or suddenly start obeying the lower limit?

I know these figures are purely fictional but they are there to illustrate the point that a large percentage of other motorists are restricted because of the minority who Ignore the restriction in the first place!

Does this mean that the answer is tighter enforcement?
 
Yeah, it always sucks that the minority ruins it for the majority, especially now the speeding message seems to be getting through (In 2006, 50% of drivers were caught speeding in 30mph zones compared to 67% a few years previously).

Reducing the limit, I'm not entirely sure if it does affect those that speed, but it does have the "right" effect in that where the speed limit is reduced, the number of accidents is reduced. (Source: http://www.roadsafety.org.uk/information/publish/article_127.shtml)
