why is a bigger stroke better than bigger bore at low rpm ??

why would an engine with a bigger stroke be better than an engine with a bigger bore at low rpm ??

take for example, two 2 litre engines. one has longer stroke than bore, whereas the other has a bigger bore than stroke.

shouldn't low rpm performance be the same for both as 2 litres of displacement is being displaced either way ??

if anything, shouldn't a bigger bore than stroke be better all round (even at low rpm) since the there is a higher surface area and you can use bigger valvess ?
 
I think it's to do with the fact that the pistons are pushed further down and the con rods are longer so it produces more torque.
