It's all about the money. If they enforce consistently people stop parking illegally and they lose revenue. When you have a hit and miss approach to enforcement people are more likely to chance it.

Isn't it shocking how most of a councils revenue is now fines? Taking more money from people... Like Council tax isn't enough.
