Short term insurance for overseas visitors

Help! My sister-in-law is coming over from Los Angeles in November and will need to drive one of our cars (Chevy Blazer). However, my insurance company (via Adrian Flux) doesn't cover anyone who hasn't been resident in the Uk for at least 3 years. Apparently this is a growing trend.

Anyone here know if it is possible to get separate short term insurance to cover her visit (2 weeks)?
 
I thought insurers had an obligation under the Road Traffic Act to offer terms, ask Adrian flux to take this point up with the underwriters and obtain terms.

Taking out a second policy may result in dual insurance. There is a company that offer just temporary cover but I doubt they will offer terms to a non uk licence holder.
