It is partly the driver. Drivers with slow cars sometimes try to perform the same maneuvers as faster cars, with disastrous results. The same driver, doing the same maneuver like passing a semi-truck (lorry hehe ), in a slightly faster car, is suddenly not an idiot or a danger. The car is at least part of the issue.
No - it's the driver who elected to perform the manoeuvre, not the car.
Idiots such as those which you're describing will do more damage in a higher powered car. They'll just arrive at trouble faster and do even more damage.
Capable drivers wouldn't attempt the manoeuvre you describe if the car wasn't up to it.
It's the driver's responsibility to know the car's capabilities and limitations.
Sadly, we have to accept that some people are just clinically stupid and we can't work around them - we have to think for them.
