Does anyone know where i can find the standard measurements from the centre of the wheel (axle) to the top of the wheel arch, trying to figure how much the car has been lowered.

The trouble is they all sag a bit after a few years of use. The best you can do is compare yours with a standard Polo but don't expect it to be spot on.

What is the current gap between the top of the wheel and the bottom of the wheel arch?

The current gap is about 2/3mm at front and 20mm at the rear.

thats been dropped a fair amount then. springs or coilovers ? would guess its around 60mm at the front

springs. dont know if it was clear but them measurements were from the top of the tyre
Could it be a 60/40 kit ?

might be. i know golf have to be lowered around 60-70mm for those who are wanting the tyre in the arch.

really this is just for show as it is lowered too much and causes issues
