Best car for mods and cheap insurance for young drivers

I'm looking for a car, which is good as a project car but it will need to be in a fairly low insurance group as it's for a young driver.

There will be no mechanical mods for a year or two until the driver hits 21 but we want a car that has lots of potential when we start modding it.

hard to say as soo many things change the price of insurance.

I had a mk1 focus Rs as my first car and paid £1400 for insurance, they have plenty of potential for mods if you like them.
