a good school for tuning performance

TBH mate most of us are UK based so can't answer this question fully. I suggest you look into local colleges and apprenticeship schemes. Ask local garages for advice and information.

In between time assuming you have a car, go and pick up a spanner and get to work. Even if it is only to see how something works.
