Stearing Rack ?

I gave a 2005 Malibu Classic to my son at college. The STEARING RACK bracket on the passenger side just rusted right off the frame so this side of the rack is not now attached to the car frame. I cannot weld but can do about everything else on the mechanical side... What is the best process/lowest cost DIY for this repair??? Where do I start???
