Driving in layby to ease congestion

What are your thoughts on the proposal to drive on laybys to ease congestion?

If there was a breakdown where would the car go? Surely this would cause more problems than it solves? What are your thoughts?

Drive on laybys? I thought the proposal was to allow driving on the hard shoulder - unless we're talking the same thing.
I think it would work OK in really crowded sections of motorways but I'd treat it like a High Occupancy Vehicle (HOV) lane ie you'd need to have two or more people in the car before you were allowed into it. That way you'd encourage car sharing and possibly limit the amount of traffic.

When I read it I saw layby but yes indeed you are right it is the hard shoulder.
