How do you decide when to overtake?

In a 30 zone would you overtake if a car was doing 20?

What about one doing 50 in a 60 zone? Would you happily exceed the speed limit whilst overtaking or do you try to keep to it where safe, practical and possible?

You have to get past swiftly and safely. Exceeding the speed limit briefly to complete a safe overtaking move is entirely sensible. Bear in mind that some people will drive at 38mph in a 60 limit. Until you decide to overtake them - they will then accelerate whilst you draw alongside during your otherwise erstwhile safe and swift overtaking move. Expect to be greeted with horn blowing and headlight flashing from these sub-humans. You now have to continue adding speed to remain safe*. These retards are self righteous and clinically stupid. Let's give them the benefit of the doubt. Assume they are even more cognitively deficient that they initially appear to be.

General process is that you shouldn't overtake if the overtake would require you to exceed the speed limit. However, surely if you choose to drive needlessly 22mph below the speed limit then expect to be overtaken. That is fine. But don't increase your speed whilst being overtaken, thus forcing the overtaking driver to compromise himself just so you can satisfy your own self righteous ego.

A418 Thame Oxon to Wheatley Oxon is a good place to observe this kind of mindless fuckwitism. Arrogant elderly Astra and Corsa drivers (cars mainly sourced from Thame Service Station) are proliferate on this stretch of road.

They probably also donate to and support UKIP. That explains the clinical stupidity.

* Addendum: You can of course abort the overtake by dropping back, although this can sometimes be more risky than completing the move. It's very much a situation by situation decision. However, I would like to point out that accelerating whilst being overtaken is far more stupid than exceeding the limit briefly to complete the manoeuvre.

What I find frustrating on trips where there are dedicated/marked passing lanes at various distances on some of our single lane "highways" is the muppets who were driving at 10k under the posted limit speed up and then slow down when the road is back to a single lane so the only way one can be rid if them is to exceed the limit to get past so as not to be held up again.

Unfortunately there are never seems any police to pull over the show drivers and question why they are driving slowly and impeding others.

IMO if drivers are afraid or lack the confidence to drive close to the limit in good conditions then they need further instruction/training.

NOTE It is every drivers right to drive at slower than the limit BUT not if they are holding up other law abiding motorists.
