Vans with illegal neon signs on motorways?

I passed a couple of vans with the red LED displays which write out scrolling advertising messages.

Surely something like this is illegal and distracting in the rear window of a van on a motorway?

What are your thoughts.

From what I can assertain, moving messages on vehicles are illegal except on those used for police purposes. That, of course, begs the question as to how buses get away with it?

I think the law is lagging behind technology, as usual.

Sadly true OG! If only they could base the law on common sense - "Don't distract other drivers!" That would cover most stuff but the law needs interpretation then.
