there is and there isnt, you could fit a poorly diesigned large intercooler or fit a well designed smaller one and get the same inlet temps.

the biggest problem is a larger intercooler increases the volume that the turbo needs to compress so more lag before full boost
 
Agreed. The relationship between boost pressure, air temp and cooling area is a complicated one. Especially when you realise that aluminium has approx half the conductivity of copper, the material radiator cores used to be made of :)
