Sense off-idle and switch accordingly?

I have some electrical widgetry I'd like to switch on progressively, starting with off-idle status. Stage 1 is turned on at ignition, stage 2 is to be added at off-idle, then stage 2 gets turned off when back to idle. What's the simplest way to do this for the general automotive case?
