Random air filter?

I have a mk5 1.25 zetec fiesta, and am trying to identify a random 'flapping' noise at high speed (generally over 60mph or if its windy a bit less) coming from the near-side-front bulkhead.

Had a nosey and found a random airfilter that seems to filter the air going through the vent at the top of the bonnet to..err...nowhere. Its just a box with a panel filter in it.

What is this for, and can i remove it to see if this is flapping around?

does it look like its going into the bulkhead ? could be a pollen filter

Ah ha! Makes sense.

Is this going to affect anything if I take it out? I don't use the air con atall anyways.

shouldnt but not sure. if you keep the heaters off then you shouldnt have a problem
