Quick question....do you need a handbrake warning light and courtesy reading map/book/cosmo light thingy to pass the MOT? How about a fuel cut-off switch?

No. Long as the parking brake is effective on the RR and lever travel not excessive then no problems.
Courtesy lights and all other internal lights (my P406 had courtesy lights everywhere, front and rear doors, the lot) but none are required for MoT.
Map readers lights, rear passenger readers lights, 'makeup' visor lights are not required to work either.
