What are the regulations for this class of racing? A motorsport Cam will do a lot to lift the performance. Suspension upgrades are an essential for Rally and you'll need a fairly heavy duty clutch.

As a rally driver a long time ago my recommendation would be for the suspension and brakes to be upgraded as they will be way more important than engine power in getting you to the finish line.
You can also get some instruction from a good rally school to improve your skills.
