New drivers - propose restrictions or limits on them.

Motorbike power levels are restricted and in some countries drivers are limited to hours they can drive and the sorts of cars they can drive.

NZ restrict drivers to carrying passengers of a similar low age.

Some countries ban new drivers from night time driving.

Germany forces young and new drivers to do a set of night time hours and motorway driving with an instructor before they get their licence.

The Uk have some insurance companies that fit black boxes and these restrict drivers from certain hours and they get cheaper insurance if they drive carefully. This is probably the way forward in my opinion. Compulsory black boxes in all cars linked to your insurance premiums.

Make the dangerous drivers realise they have to pay more for insurance, and hopefully they will moderate their driving to a safer level.

Maybe the "black boxes" could be programmed to cut the spark or fuel like a rev limiter OR produce a loud noise in the cabin when the speed exceeds the limit by say 10mph and only stop when the speed drops below the set limit.
