Engine temperature for Corrado

We have just changed the engine in my daughter's old 4-pot Corrado. She is now complaining that the heater doesn't work!

I guess there could be an air lock but she says engine is running at just over 70 when it used to run at just over 100 deg C. This is quite a difference and could account for the cooler heater. My question for the panel is what is the optimum temp for this engine?
 
70 does sound a little low for an engine to be running at. Could the thermostat be opening too soon, by which i mean at colder temperatures?
