When they put electric motors on diesel cars to supplement the power and create a plug in hybrid version is it still possible to tune it to make it more powerful?

Yes you can, the Diesel engine part still responds to remapping, turbo upgrades, injector upgrades etc...
Most of the tuning adjustments are done in the ECU itself and some cars allow you to set the hybrid battery power train to boost the diesel engine, so instead of cutting fuel usage it gives a really nice power boost when on battery.
Hybrids are generally built for economy so have small capacity low power engines, but this should not stop you from looking into upgrades for it.
