Should speed limits be zero tolerance

Speed limits are generally enforced after a person exceeds the limit by a margin. Each force determines that margin but it's generally 10 percent leeway.

Should this leeway be scrapped with drivers getting fines for being 1 mph over the limit?

How would you feel about this if the speed limits were all raised by 10 percent then a zero tolerance was applied?
 
Raise the limits by 10% and drivers will suddenly feel they are ok to go 10% over that new limit.
I like the leeway; it gives scope for a little reading error on speedo's.
