How can I remove this black matte?

You could try using a craft knife and cut by the side of the seat belt, that way you can peel the matte covering away. Is it rubber or felt in finish?
You could also try a heat gun on a low heat setting with a paint scraper attachment to get between the top covering and the base plate on which it sits.

To be make things easier, then you really need to remove the shelf.
The seat belt should be easy to remove from the rear and the bracket on the end of the belt will pass through the seat belt slot on the shelf.
Have a look for a few nuts or bolts coming from the top shelf with the black matte that pass through the metal shelf below it. You may also have to fold down or remove the rear seats to gain access to further screws and or catches that hold the top in.

This is assuming of course that I understand and have interpreted your question correctly.
