Getting damp out of a car

A friend had a bucket of water in his car which empties over the back seats!!

The car is still suffering from damp, misty windows and a musty smell.

What is the best way to completely dry the thing out, it's not easy in the middle of winter!
 
How about buying a dehumidifier. There are all sorts of sizes so he could just rest it on the front seat and let it run. He will need to run a mains lead to it though. All the old tricks of using those moisture bags and bowls of rice etc might not be enough to do the job in this case I think.
 
He lives in a top flat so running a power lead is a non starter unfortunately, but that would probably be the best solution if you pardon the pun!
