I knew an old guy (when I wasn't) who owned a Union gas station, and ran the Aliese (spell?) Race Team. Off road racing using VW's.

He rebuilt, stock components, a 1600. Blue printed it to the drawings and it would pull the front end off the ground in second gear.

Blue printing gives you the most you can get from a combination. Do it.
 
IMO all engines are balanced to some degree but you can have the rotating assembly dynamically balanced to much finer tolerances than a motor in a daily drive type car motor.
