Decat or High flow cat system?

Hi all.
I have not seen any remarks about a decst system or a High flow cat system. Which will be better? I have read about both and it seems the same. So would like some opinions please.

Are decats legal in your jurisdiction? For example they are not legal in the UK.
If they are ok legally (or you dont care) then decats are better for turbo petrol. Cant say for 100% sure if the same applies to diesel.

I live on South Africa so everything in automatically legal (sarcastic) hahaha. To be honest I don't know and don't really care. Thank you.
