I had to deal with this kind of idiocy all my working life.

You could agrue that the sign advertising a nearby car park is to blame. However, millions of cars have used the car park and only two have tried to drive into the Metro!

If I was responsible for highway signage here, the sign would be moved JUST in case another idiot does this.

How bizare. If you cannot read signs, and you cannot determine your surroundings, you shouldn't drive... Simple as that! When was the last time you saw an entrence to a car park that had stairs instead of a slope!?

I totally agree, you should not be allowed out on the road!
