Default Blu Xenon Headlights

Hi all,
I posted a thread in the 'newb' forum but basically, I have a 1996 Holden VS Berlina with stock headlights. I bought myself an expensive set of Xenon globes, and there is absolutely no difference in light colour.
Is there anyone who has made their headlights really blue who could run me through a step by step process.

HID are the only lights that give a really blueish glow. Even the bulbs tinted blue do not make much difference.

The only real blue globes ive come across are Xenon 10000k which are really really blue, but they're most likely illegal since they're so blue, i think up to Xenon 5000k are legal, but these are only really white, but might have a slight bluish tinge

Retrofitting HIDs is very difficult in legal terms. There are so many prescriptive requirements that it's not really worth the bother.
